Ticaga database to Ticaga

The current Ticaga-to-Ticaga importer requires a running, online Ticaga installation to connect to as the migration source. However, some customers possess only a copy of their Ticaga database (for example, a backup or export from a decommissioned or offline instance) without a live installation available to import from. This new database to Ticaga adapter fixes this.
